A Liaison Officer plays a crucial role in ensuring compliance with government regulations, processing seafarer documentation, and coordinating with maritime authorities. This role involves handling crew employment requirements, maintaining company accreditations, and facilitating smooth communication between the agency, seafarers, and regulatory bodies.


Key Responsibilities:

Government & Regulatory Compliance

  • Acts as the agency’s official representative to DMW, OWWA, MARINA, and other regulatory bodies.
  • Processes and maintains the company’s license, ship, and principal accreditations with maritime agencies.
  • Ensures the agency meets all legal requirements for crew deployment.

Seafarer Documentation & Employment Processing

  • Assists in the screening and verification of crew applicants' documents, certificates, and background checks.
  • Processes Crew Employment Contracts at the Department of Migrant Workers (DMW).
  • Prepares and submits monthly and annual reports to DMW and OWWA as required by law.

Crew Deployment & Compliance

  • Manages the dispatching of crew members according to client and principal requirements.
  • Ensures that seafarers complete medical examinations and meet fitness standards before deployment.
  • Oversees the distribution of necessary documents such as 201 files, Master, and Flag State certificates.

Accreditation & Documentation Support

  • Assists in the preparation and processing of documents for embassies and flag states.
  • Serves as a reliever to the Documentation Officer in case of absence or leave.
  • Updates, reports and records in the company’s system.
  • Representation & Coordination
  • Represents the agency in a professional manner during meetings, inspections, and regulatory discussions with DMW, OWWA, MARINA, and other organizations.
  • Provides support to the General Manager in any assigned regulatory tasks.


Minimum requirements:

  • Bachelor’s degree in a relevant field.
  • At least 3 years of experience in liaison work, crew documentation, or a similar role in a manning agency or the maritime industry.
  • Knowledge of industry regulations and MLC requirements.
  • Familiarity with DMW, OWWA, MARINA, and other maritime regulatory agencies’ processes and requirements.
  • Knowledge of seafarer documentation (e.g., crew contracts, POEA processing, seaman’s book, Flag State certifications).
  • Understanding of government accreditation procedures for manning agencies.
  • Fluency in English both verbal and written.
